Category 1 Network Choice
Regence is pleased to announce the development of a second Preferred network, the Preferred (BlueOption) network. Starting January 1, 2010, Regence BlueCross BlueShield of Utah groups will have the choice of Preferred (BlueOption) or Preferred (ValueCare) as the Category 1 network for their employees. Available with Regence Innova®, Engage®, ActivateSM, or HSA Healthplan 2.0SM, the expanded Category 1 choice gives groups the option to select the network that best meets the needs of their location and employee population.

Regardless of which network is selected for Category 1 coverage, the group’s employees have access to additional providers with  Category 2 coverage, the Participating (Traditional) network. This gives them access to approximately 93% of all providers and 100% of hospitals in Utah.

About Preferred (BlueOption)
The Regence Preferred (BlueOption) network provides access to  all Intermountain Healthcare hospitals and providers in addition to other community hospitals facilities and providers across Utah.

Universal Applications and Cover Sheets
On March 19, 2008, the Health Systems Reform Act was signed into law in Utah.  Among its provisions was a mandate to streamline the application process for individuals and small groups applying for insurance.  As of July 1, 2009, all insurance carriers in Utah began to accept the Utah Individual Health Insurance Application and Utah Small Employer Health Insurance Application ( “universal” applications).  At the same time, Regence developed a cover sheet to accompany all applications for Individual Business, along with the Authorization to Disclose and Use Personal Health Information for underwriting purposes.

Regence has recently developed a Small Employer Application Cover Sheet to accompany the Utah Small Employer Health Insurance Application for new members on already existing Regence groups and for current members enrolling in a plan for continuation of coverage (COBRA, mini-COBRA or NetCare Continuation).  It is to be used for members on BlueChoices and our Innova/Engage/HSA Healthplan 2.0/Activate plans, groups sizes 2-99.  The cover sheet in fillable format will be posted on the Web wherever the Utah Small Employer Health Insurance Application appears.

Producer Compensation Disclosure
Beginning January 1, 2010, producers will be required to disclose their compensation to customers. The individual universal application includes a section (Section J) for a producer to make this disclosure to the applicant along with the applicant’s signature acknowledging receipt of this information. A similar section has been added to the Group Master Application 2-99, with a place for the employer of groups 2-50 to acknowledge receipt of this information.  (Section 5). 

Please add your Regence appointment number on all application materials.  In order for commissions to paid correctly, all applications must contain complete and legible producer information.
