BlueCard® Program

Most Regence members have access to the BlueCard Program. This program enables members to obtain health care services while traveling or living in another Blue Cross and/or Blue Shield Plan area. Members receive all benefits provided by their Regence plan, but have access to the other Blue Plans’ contracted providers and savings. The program links participating or preferred health care providers and the independent Blue Plans across the country and around the world through a single electronic network for claims processing and reimbursement.

The BlueCard Program will be identified on the front of the member card with a blank suitcase or PPO suitcase logo. The easy-to-find alpha prefix identifies Blue Cross and Blue Shield membership. Further information is available online.

How BlueCard Works

  1. The member needs health care outside Utah.
  2. The member calls BlueCard Access at 1 (800) 810-BLUE (2583) or goes to www.bcbs.com to locate local participating preferred Blue Cross and/or Blue Shield providers.
  3. The member visits a local participating or preferred Blue Plan provider and presents his or her member card.
  4. The participating provider verifies membership and coverage with Regence and sends the claim to the local Blue Plan. The member may be responsible for submitting claims to Regence for services from non-participating providers.
  5. The local Blue Plan electronically routes the claim to Regence.
  6. Regence processes the claim, approves payment and sends Explanation of Benefits (EOB) to the member.
  7. The local Blue Plan pays the provider according to its local fee schedule. Payment for all services provided by non-participating providers is made directly to the member.

The member card should be presented any time the employee or covered family member requires hospitalization, emergency treatment or outpatient care from participating or non-participating providers.
